Who is Dr. Mark Mulholland?

Dr. Mark Mulholland, an OB-GYN who practiced at Kadlec Regional Medical Center and Providence St. Joseph Health in Richland, Washington, for over 20 years, is now facing several lawsuits for sexual assault and unnecessary medical procedures. The suits were filed in July and August following an April statement of charges from the Washington Medical Commission. In late September, the commission reached an agreement with Mulholland prohibiting him from practicing medicine with any female patients until the charges are resolved.

The lawsuits assert that Mulholland was “serially abusing” patients at Kadlec Regional Medical Center’s Associated Physicians for Women clinic. Attorneys for the victims say Kadlec was aware of Mulholland’s behavior due to patient complaints as early as 2005, but instead of upholding their obligations to protect their patients, they turned a blind eye, enabling future abuse.

The lawsuits filed so far allege sexual assault and harassment by Mulholland spanning from 2005 to 2023. Each plaintiff accuses Mulholland of performing internal exams in a sexual manner, making “sexually grotesque comments,” or inappropriately touching them.

As of October 2025, Mulholland is not currently practicing medicine at Kadlec Regional, and the Washington Medical Commission has confirmed that Mulholland is under investigation. As of last month, they received 19 complaints against him.

Allegations Against Dr. Mark Mulholland

August 2025

An additional six lawsuits were filed against Dr. Mark Mulholland and Kadlec Regional Medical Center for alleged sexual abuse and decades of ignored patient complaints. One plaintiff alleged she visited Mulholland in August 2022, and the doctor performed an aggressive, gloveless “exam”, asked if she was single, and complimented the appearance of her private parts. Another plaintiff alleged Mulholland removed her fallopian tubes without her knowledge during an emergency C-section, and an additional woman claimed Mulholland performed an unnecessary pelvic exam.

July 2025

The first two sexual assault lawsuits were filed against Mulholland in Washington state court.

April 2025

On April 29, 2025, the Washington Medical Commission issued a statement of charges against Dr. Mulholland detailing allegations against him by three patients. The statement alleges that between December 2022 and August 2024, Dr. Mulholland allegedly made sexually inappropriate comments to female patients and exhibited a lack of appropriate boundaries towards patients.

Dr. Mulholland might have additional victims. If you believe you have experienced inappropriate conduct by Mark Mulholland, you have rights. You can consult an attorney who can advise you of your options, which may include filing a civil lawsuit to hold the responsible parties accountable. Criminal Complaints and Charges Against Mulholland

In late August, a criminal complaint was filed with the Richland Police Department related to sexual abuse allegations against Dr. Mark Mulholland. The complaint followed a separate complaint by another Mulholland patient in 2023, which was dismissed on the basis that it occurred during a medical examination, according to a police report.

Kadlec Regional Medical Center’s Negligence and Misconduct

Kadlec Regional Medical Center has also been named in several lawsuits against Dr Mark Mulholland. Under Washington law, both individual abusers and their employers can be held liable for doctor sexual assault. This applies if the employer ignored complaints, failed to investigate red flags, didn’t follow sexual misconduct prevention policies, allowed a provider to keep treating patients without safeguards, or covered up allegations of abuse.

In the lawsuits against Mulholland, the plaintiffs allege that, as early as 2003, Kadlec received numerous complaints about Mulholland’s conduct but failed to take action. The plaintiffs accuse Kadlec of institutional negligence, failure to protect patients, and sex-based discrimination.

What Victims of Doctor Sexual Assault Should Know

Examples of Doctor Sexual Assault

Medical or doctor sexual assault is any form of inappropriate and unwanted sexual contact during a medical exam or procedure. Generally speaking, sexual assault by a doctor occurs when a doctor disrespects your privacy and assaults you through touch, penetration, or other inappropriate non-consensual acts, such as exposing themselves.

Other examples of doctor sexual assault include touching intimate body parts without gloves, unnecessary touching during exams, pressuring you into undressing when unnecessary, making sexually suggestive comments, etc.

If you or a loved one has experienced any form of doctor sexual assault or abuse, you have rights and options for holding the responsible parties accountable. One way to do this is by reporting the harm you experienced. In Washington, you can report the abuse to law enforcement or file a complaint with the Washington Medical Commission.

Can I File A Lawsuit Against Dr. Mark Mulholland?

Patients who have experienced sexual assault by a medical professional can file lawsuits to seek financial compensation and public accountability for the harm that happened to them. An experienced attorney can help you understand if you have a case, what the process may look like, and what potential settlement amounts could be.

You may have grounds to file a civil legal action against Dr. Mark Mulholland and Kadlec Regional Medical Center if the doctor inappropriately touched you, harassed you, or otherwise made you uncomfortable during an appointment.

Under Washington law, sexual assault includes any sexual contact with another person without that person’s consent, and victims have three years from the date of the assault or the date they discovered the assault to file a lawsuit. Even if that time limit has run out, Washington has no criminal statute of limitations for many serious sexual crimes, and charges may be filed at any time. Therefore, it is still advisable to report the assault to law enforcement.
