In a harrowing instance of alleged sexual abuse in school, a substitute teacher at West Carthage Elementary School in New York has been arrested for inappropriately touching multiple third-grade students. Lowell Williams, 64, of Carthage, was taken into custody by state police on Monday, April 7, 2025, and is charged with two counts each of forcible touching and endangering the welfare of a child.
According to New York State Police, the Carthage Central School District reported the allegations on Thursday, April 3, 2025. The district immediately removed Williams from the classroom and collaborated with state police to investigate the claims.
Alleged Inappropriate Conduct and Immediate Action by School
Superintendent Jennifer Premo sent a letter to the school community, informing them of the investigation and the school district’s prompt response. The district acted swiftly to remove Williams from the classroom and notified the families of the students involved. The affected students were provided support by the school principal and social worker for the remainder of the day.
The district emphasized that the safety and well-being of the students was their top priority, and all students directly impacted by the incident were interviewed by state police. Further details have not been released by the police or the school district due to the ongoing investigation.
Legal Proceedings and Community Support
Williams was issued a ticket to appear in Champion Town Court on April 24, 2025, and has been ordered to stay away from all Carthage Central School District properties. The charges against Williams are classified as misdemeanors under New York State penal law.
