Who Is Dr. David Vargas-Lowy?
Dr. David Vargas-Lowy is a pediatric neurologist who has operated a solo practice in Manchester, New Hampshire, since 2021. He also had an office in Boston, Massachusetts, and holds medical licenses in New Hampshire, New York, Maine, and Massachusetts.
Vargas-Lowy voluntarily agreed not to practice medicine in Massachusetts in December 2025 after being criminally charged in the alleged sexual assault of a minor patient. His New Hampshire license has since been suspended by the state Board of Medicine.

Allegations Against Dr. David Vargas-Lowy
Manchester Police arrested Vargas-Lowy on December 17, 2025, following a months-long investigation into a report that Vargas-Lowy allegedly sexually assaulted a 17-year-old patient during an office visit. Investigators say they also found that Vargas-Lowy altered the minor patient’s medical records.
Vargas-Lowy was charged with sexual assault and falsifying physical evidence. He was later indicted on eight total charges tied to a pattern of alleged misconduct. His case is still pending in New Hampshire state court.
Dr. Vargas-Lowy may have abused additional patients who have not yet come forward. If this applies to you, you have the option to speak with a lawyer, as well as to report the conduct to law enforcement.
New Hampshire Board of Medicine Disciplinary History
Dr. Vargas-Lowy has faced three separate emergency license suspensions from the New Hampshire Board of Medicine since 2020, tied to complaints from multiple patients over several years.
2025-2026 Emergency Suspension
On November 25, 2025, the New Hampshire Board of Medicine issued an emergency suspension of Vargas-Lowy’s license, docketed as No. 25-MED-019. The board’s order cited findings that Vargas-Lowy examined a minor patient without medical justification and made inappropriate comments about her appearance during the exam.
Suspension Lifted, Then Criminal Arrest
An administrative law judge lifted the November 25, 2025, emergency suspension on December 8, 2025, ruling that board counsel had not proven its case by a preponderance of the evidence. Nine days later, on December 17, 2025, Vargas-Lowy was criminally arrested in connection with the alleged September 2025 sexual assault of a 17-year-old patient during an office visit.
Re-Suspended on Separate Complaints
On January 2, 2026, the New Hampshire Board of Medicine suspended Vargas-Lowy’s license again, this time based on separate complaints unrelated to the criminal case. These complaints alleged that he performed medically unnecessary massages on a child patient, asked to see an adult patient’s birthmark in a private area, and sent sexually explicit text messages to an adult patient.
Prior 2020-2021 Disciplinary Actions
The New Hampshire Board of Medicine first suspended Vargas-Lowy’s license on an emergency basis in November 2020, tied to allegations involving another minor patient treated for a seizure disorder during office visits in 2019 and 2020. His license was reinstated in December 2020. In 2021, the New Hampshire Board of Medicine issued a letter of concern connected to Vargas-Lowy’s resignation from Dartmouth-Hitchcock Medical Center while he was under investigation for alleged misconduct.

In Dr. Vargas-Lowy’s criminal case, specifically, the Manchester Police Department led the investigation.
