The Carl F. Bryan Juvenile Hall officially closed in January 2021 after years of scrutiny. The Nevada County Grand Jury recommended its closure twice in 2016 and 2018, citing the excessive cost of maintaining an underused facility. Following the closure, Nevada County began transferring local juveniles to other counties for detention. Despite its closure, the facility represents a part of a broader pattern of systemic abuse within California’s juvenile detention system.

Across the state, survivors have come forward to expose decades of misconduct, sexual abuse, and institutional negligence. While there are no publicly reported lawsuits specific to Carl F. For survivors who were 18 at the time of abuse, California law generally allows 10 years to file a civil claim.
