Bedford Hills Correctional Facility is a women-only maximum-security prison located in Bedford Hills, New York, in Westchester County. Operated by the NYDOCCS, the facility has a capacity of 836, though the average population is 575.
Bedford Hills’ most recent audit under the federal Prison Rape Elimination Act, or PREA, was conducted in September 2024. Regulators found the facility met or exceeded all federal PREA standards. However, according to the report, there were 15 allegations of staff-on-inmate sexual abuse over the previous 12 months, all of which were subject to criminal and administrative investigations.

Sexual Abuse Allegations at Bedford Hills Women's Prison
Bedford Hills Women’s Prison has a history of sexual abuse and assault allegations dating back decades. In 2022, at least 900 former inmates came forward and filed lawsuits alleging they were sexually assaulted in New York state prisons, including Bedford Hills Women’s Prison. One woman, Mia Wheeler, alleged that a prison guard at Bedford Hills assaulted her multiple times. However, she said she did not report him out of fear of retaliation.
In 2021, two women sued various NYDOCCS and Bedford Hills officials and staff members, alleging rape, sexual exploitation, and sexual harassment by guards at the facility. Five years earlier, in 2016, six female prisoners filed a class action complaint against NYDOCCS, alleging widespread sexual abuse of female inmates at NYS prisons, including Bedford Hills.
In 2017, a former Bedford Hills correctional officer, Jeffrey Green, pleaded guilty to civil rights violations over the sexual assault of an inmate.
How Did Sexual Assault Occur in New York Women’s Prisons?
In previous lawsuits against Bedford Hills, formerly incarcerated women allege that NYDOCCS supervisors cultivated a culture that enabled staff to prey on plaintiffs’ vulnerabilities, such as prior sexual victimization. Victims also allege that NYDOCCS disregarded a widespread practice of staff exchanging lenient treatment for sex acts at Bedford Hills, allowing staff to have frequent, unmonitored alone time with female inmates.
Many of those who have come forward regarding abuse at Bedford Hills and other New York detention facilities, like Rikers Island, have stated they did not report the abuse due to fear or direct threat of retaliation.
