Charles H. Hickey Jr. School Sexual Abuse

Video Transcript
In this video, we’re discussing the extensive allegations of sexual abuse at Charles H. Hickey Junior School, a juvenile detention facility in Maryland established over 200 years ago. The Charles H. Hickey Junior School has a long history as a juvenile detention center and over the years, it has been the subject of numerous allegations concerning the mistreatments of its young residents.
Recently, these concerns have come to the forefront following the enactment of Maryland Child’s Victim Act in 2023 which removed the statute of limitations for child sexual abuse claims with over 500 individuals having filed lawsuits alleging abuse at the facility. These lawsuits allege a pattern of abuse spanning decades with claims that staff members engaged in sexual misconduct and that the administration failed to protect the children in their care.
One notable case involves Ronald Neverton, a former staff member who was arrested in March 2025 on multiple counts of sexual abuse of a minor with incidents dating back to the late 1970s. Neverton’s arrest underscores the severity of the allegations and the importance of holding individuals and institutions accountable for their actions.
