The Heman G. Stark Youth Correctional Facility was a state-run juvenile detention facility in Chino, California, that closed in 2010. Run by the California Department of Corrections and Rehabilitation, the facility treated juvenile offenders aged 12 to 25 for 50 years before its closure. At its peak, the facility housed approximately 2,000 youth, nearly a fifth of all youth committed to state custody in California.
When the state shuttered Stark to cut costs, the 400 youths who had been housed there were sent to five other facilities and two fire camps operated by the Division of Juvenile Justice. Years later, in 2020, California Governor Gavin Newsom shut down DJJ and replaced it with county-based alternatives to youth detention.

Abuse Allegations at Heman G. Stark Youth Correctional Facility
The Heman G. Stark Youth Correctional Facility, sometimes referred to as the Youth Training School, had a reputation for chaos, violence, and even murder. Its closure was partially due to persistent violence, including the killing of a prison counselor in 1996. In 2007, a special review found that the facility did not make substantive progress in improving unsafe or unsatisfactory living conditions. The facility closed three years later.
In April 2010, attorneys representing four victims of alleged sexual abuse at the Stark facility took their case to trial. The victims asserted that Stark’s administration ignored their complaints about continued sexual abuse by a correctional counselor in the late 1990s and early 2000s for years.
A $1.2 Million Verdict for Survivors
After a lengthy trial, a jury awarded $1.2 million to the youth who alleged former Stark Facility counselor James Shelby sexually abused them.
The jury found that Shelby used a combination of incentives and violence to pressure inmates into sexual relationships, offering preferential treatment to favored inmates, including better food, clothing, technology, and drugs.
At trial, the victims alleged that counselor Shelby regularly sexually abused them or penalized them for not cooperating, and that administrators ignored or did not properly investigate complaints.
A key witness in that case, who worked as a counselor at the facility from 1999 to 2004, later filed his own lawsuit. He alleged that he was repeatedly harassed by a superior to keep the scandal quiet. He also alleged that Shelby had many more victims than just the four who had sued.

California Laws on Sexual Abuse
