Allegations of Abuse at Los Angeles County Juvenile Detention Center

In 2019, California lawmakers passed the Child Victims Act, which extended the statute of limitations for child sexual abuse lawsuits. Since then, thousands of survivors have taken legal action for alleged physical and sexual abuse at California juvenile detention centers, many in Los Angeles County.

Between December 2022 and June 2023 alone, nearly 600 survivors of sexual abuse and harassment at Los Angeles County’s juvenile facilities filed lawsuits against the county and over 200 unnamed officers. Many of the allegations span decades. Since June 2023, hundreds more suits have been filed, and Los Angeles County has reached multiple major settlements with survivors.

JULY 2025: Los Padrinos Juvenile Hall Lawsuit

In July 2025, a father filed a federal lawsuit against Los Angeles County on behalf of his 19-year-old son, who alleged he was sexually assaulted while detained at Los Padrinos Juvenile Hall. The complaint alleges that from September 2024 through February 2025, a social worker aggressively pursued and engaged in an inappropriate sexual relationship with the teen. Los Padrinos has faced more abuse lawsuits than almost any other California juvenile detention center.

APRIL 2023: L.A. County Lawsuits

A lawsuit filed in April 2023 alleged years of sexual and physical abuse by staff at various Los Angeles County juvenile detention facilities, including the Barry J. Nidorf Juvenile Hall. In March 2022, a lawsuit filed by multiple survivors alleged rape and sexual assault at the now-closed Camp Joseph Scott juvenile detention facility from 1996 to 2008, naming at least 10 staff offenders. Many survivors say they were repeatedly sexually assaulted by probation officers and other staff under threat of extra detention time or violence.

How Did Sexual Abuse Occur in Los Angeles County Juvenile Detention Centers?

In many juvenile detention center sexual abuse cases, survivors report that facility personnel offered them contraband for sexual contact. They also claim that facility personnel retaliated against those who reported abuse and failed to properly train staff or investigate suspected misconduct. Lack of staff oversight, inmate isolation, and other conditions frequently fostered situations of alleged abuse by guards, counselors, and other staff members.

Rights and Options for Survivors of Los Angeles County Juvenile Detention Sex Abuse

Los Angeles County juvenile detention center sexual abuse survivors have legal rights and options for seeking accountability and compensation, including filing formal complaints, reporting the abuse, and potentially filing civil lawsuits.

How to File a Formal Complaint with Oversight Agencies

Abuse survivors have the right to report sexual abuse to the California Board of State and Community Corrections, which oversees all juvenile and adult facilities within the state. You may also file a complaint with the Bureau of Children’s Justice. This can be done online, with an option to file a report anonymously.

How to Report to Law Enforcement

In addition to reporting abuse to oversight agencies, survivors can report abuse to law enforcement to trigger a criminal investigation. After a report is submitted, prosecutors will determine whether to press criminal charges against the perpetrator.

How to File a Civil Lawsuit

After experiencing sexual abuse in a Los Angeles County juvenile detention center, survivors may be able to file a civil lawsuit against the individuals and institutions that perpetrated and enabled the abuse, even if it occurred years or decades ago. Taking legal action against the county and state that oversaw the facility gives survivors a chance to recover significant compensation and to spark legislative change to keep future detainees safer.

If you believe you may have grounds for a civil sexual abuse lawsuit in California, an experienced attorney can evaluate your case and assist with gathering evidence, filing the lawsuit, and litigating your case. Contact Helping Survivors for a free case review.

California Laws on Sexual Abuse

California passed the Child Victims Act in 2019 to extend the statute of limitations for child sexual abuse lawsuits, including juvenile detention center abuse lawsuits. Now, California’s civil statute of limitations for sexual assault and abuse allows survivors who experienced child sexual abuse before 2024 until their 40th birthdays to file a lawsuit, or within five years of discovering the abuse. For abuse that occurred on or after January 1, 2024, there is no time limit.

Types of Compensation for Juvenile Detention Sex Abuse

Juvenile detention center sexual abuse lawsuit settlements vary based on several factors, including the severity and duration of the abuse. Survivors may recover monetary damages for medical bills, therapy costs, pain and suffering, emotional distress, and more. However, no compensation is guaranteed.

Some major recent juvenile detention sexual abuse settlements in Los Angeles County include the following:

  • $4 billion: Los Angeles County agreed to a record-setting $4 billion settlement to address nearly 7,000 claims of juvenile detention center sexual abuse at county facilities.
  • $828 million: After the Child Victims Act lifted the statute of limitations for child sexual abuse claims in California, the Los Angeles County Board of Supervisors approved an additional $828 million settlement in late 2025 for more abuse survivors.
