Javaid Perwaiz: Sentencing and Allegations
Between 2010 and 2019, former Chesapeake OB-GYN Javaid Perwaiz executed a scheme to defraud health insurance programs for over $20 million by performing medically unnecessary surgeries and medical procedures on unwilling patients. Perwaiz performed irreversible hysterectomies, improper sterilizations, and countless other medically unnecessary procedures on dozens of patients over the course of a decade, leaving many with lasting harm.
In November 2020, Perwaiz was convicted by a jury on 52 counts of health care fraud and other charges. He was sentenced to 59 years in prison in 2021. Now, many victims of Perwaiz are coming forward to sue the hospital he worked at for negligently allowing the malpractice to occur. Who Is Javaid Perwaiz?
Perwaiz was an obstetrician and gynecologist practicing in Hampton Roads from the 1980s until his early 70s. Motivated by greed, Perwaiz used manipulative tactics to deceive patients into undergoing invasive, unnecessary, often permanent medical procedures that caused irreversible damage. Many victims lost their ability to have children. According to court documents, Perwaiz often lied to patients that they needed surgery to avoid or remove cancer, coercing them to consent to surgeries that often occurred within days of the false diagnoses.
Perwaiz worked for decades at Chesapeake Regional Medical Center, or CRMC. The lawsuits allege that CRMC allowed Perwaiz to be re-credentialed every two years even though another hospital had previously suspended him for performing unnecessary surgeries. Perwaiz had also reportedly been convicted of two felonies and faced at least eight medical malpractice lawsuits early in his career at CRMC, but the facility allowed him to continue working and performing surgeries anyway.

How Perwaiz Was Caught and Convicted
After a hospital worker at CRMC noticed an unusually high number of surgeries being scheduled and performed by Perwaiz, the Federal Bureau of Investigation began looking into Perwaiz’s tactics. The FBI found that Perwaiz had falsified records for countless obstetric patients to induce labor early solely to ensure he would be reimbursed for their deliveries. Additionally, Perwaiz frequently violated the 30-day Medicaid waiting period for elective sterilizations by submitting false backdated forms.
While Perwaiz did perform a vast number of unnecessary surgeries and medical procedures on his patients, he also billed insurance hundreds of thousands of dollars for diagnostic procedures he only pretended to perform.
At Perwaiz’s trial, the court received over 60 victim impact statements, and 25 former patients spoke out as witnesses for the prosecution. Many came forward with stories of coerced hysterectomies—the surgical removal of all or part of the uterus and ovaries—and other procedures for which they did not provide informed consent.
Legal Action Against Chesapeake Regional Medical Center
In addition to taking civil and criminal legal action against Perwaiz himself, victims are now stepping forward and taking action against Chesapeake Regional Medical Center for failing to stop Perwaiz’s misconduct despite seeing the warning signs. Hospitals have a duty to monitor their physicians, nurses, and other staff, and negligence on the hospital administration’s part may have enabled years of patient harm at the hands of Perwaiz.
Following Perwaiz’s conviction and sentencing, a federal grand jury indicted CRMC in January 2025 on charges of health care fraud and conspiracy to defraud the government. Victims allege that the hospital was complicit in Perwaiz’s scheme to perform unnecessary procedures for the insurance money. The indictment claims that CRMC granted privileges to Perwaiz from 1984 until his 2019 arrest despite knowing about his prior hospital suspension and felony convictions.
As a result of procedures conducted by Perwaiz at their facility, CRMC received more than $18 million in reimbursements from Medicare, Medicaid, and private health insurers, according to court documents. The indictment also asserts that CRMC employees and practitioners knew what Perwaiz was doing but did nothing to stop him or protect patients, allowing him to violate procedures and perform surgeries without consent to receive higher reimbursements.

In Virginia, the statute of limitations for medical malpractice claims is generally two years from the date of the injury or the date the victim discovered the injury—as long as it was no more than 10 years after the injury occurred.
