Inmates Sue Charleston County Jail Over Alleged Sexual Assault by Doctor

Two inmates at the Charleston County Jail have filed lawsuits alleging that Dr. John Pfeiffer, the former medical director for the facility, sexually assaulted them during medical exams. The lawsuits, filed on Sept. 8, 2025, claim that Pfeiffer coerced the inmates into silence with promises of medication and threatened them with lockdown if they spoke out.

The Alleged Assaults and Coercion

According to the court documents, the incidents took place in 2023 and 2024 after the inmates had placed multiple requests for medical assistance. Both men were allegedly taken into an examination room where they were alone with Dr. Pfeiffer. The lawsuits claim that Pfeiffer required them to lower their pants and then touched their genitals in a sexual manner, promising medication in exchange for their silence.

One inmate reported that Pfeiffer made inappropriate sexual comments, including claiming to be “well endowed” and attempting to bring the inmate to orgasm. Another claimed Pfeiffer performed an invasive rectal exam under false pretenses, then fondled himself in front of the inmate.

Alleged Failure of Oversight and Responsibility

The lawsuits also accuse VitalCore, the company hired to provide medical services at the jail, of failing to conduct a proper background check on Dr. Pfeiffer and neglecting to supervise his actions. The plaintiffs argue that if Pfeiffer had been properly monitored, the jail staff would have been aware of his inappropriate behavior, which reportedly occurred over several months.

Investigations and Legal Actions

Both inmates filed complaints under the Prison Rape Elimination Act (PREA) with the Charleston County Sheriff’s Office in 2024 and 2025, which were handed over to the Criminal Investigations Division for review. The lawsuits allege that Pfeiffer had a history of inappropriate behavior, with the correctional and medical staff aware of it but taking no action to stop it.

Pfeiffer is no longer employed at the jail, and the Sheriff’s Office has confirmed that it is investigating the matter, though it has yet to comment on the lawsuits.
