The facility was built in the late 1990s with 124 beds. However, capacity has decreased steadily over the past few years. In 2016, the average daily population was just 26. This decrease is largely due to the state’s increased use of alternative programs to detention for minor offenders, though Denney still holds youth in custody for serious allegations of violent crimes or sex offenses.

In November 2025, multiple individuals who were formerly incarcerated at the Denney Juvenile Justice Center or Denney Youth Center filed a lawsuit against Snohomish County. The lawsuit alleged widespread child sexual abuse at the Everett juvenile detention facility and accused the county of failing to protect vulnerable youth from systemic abuse. Twenty unnamed guards and staff members are also named as defendants in the suit.

According to the lawsuit, the plaintiffs experienced multiple incidents of juvenile detention center sexual abuse at the facility while they were incarcerated between 1986 and 2006. The lawsuit asserts that abuse involving guards and other staff members violated the Constitutional rights of minors in custody, some as young as 10 years old.

Other risky practices included invasive strip searches and unsupervised one-on-one time with youth.
