Since 2024, hundreds of current and former juvenile inmates have filed lawsuits against the state over alleged sexual abuse by staff at Illinois Youth Centers, including IYC-Pere Marquette. The lawsuits demonstrate a pattern of alleged abuse that took place over nearly three decades.
In 2012, the U.S. Department of Justice conducted a federal investigation into sexual abuse at seven Illinois youth detention facilities, including IYC-Pere Marquette. The probe followed multiple criminal convictions of ex-staffers for sexually abusing detainees. It revealed that Illinois juvenile detention facilities have some of the highest rates of sexual abuse in the country.

About Illinois Youth Center-Pere Marquette
The Illinois Youth Center-Pere Marquette is a minimum-security, all-male juvenile detention facility in Grafton, Illinois, operated by the Illinois Department of Juvenile Justice. The center opened in 1963 as a step-down facility dedicated to reintegrating youth into the community, and it currently has a capacity of 40.
Across Illinois, there are five Illinois Youth Center locations, as well as four now-shuttered locations. Staff treatment of detainees at the centers has given rise to a significant legal controversy in recent years. Since 2024, hundreds of lawsuits have been filed against the state of Illinois alleging rampant sexual abuse at various IYC facilities, including Pere Marquette, from the mid-1990s to as recently as 2023.

Illinois Youth Center-Pere Marquette Lawsuits and Sexual Abuse Allegations
In July 2024, nearly 100 former inmates at Illinois Youth Centers across the state filed a lawsuit alleging sexual abuse by adult staff members during their incarceration. The alleged abuse occurred between 1996 and 2017, and the victims were as young as 12.
According to the lawsuit, employees of the Illinois Department of Corrections and Department of Juvenile Justice allegedly sexually abused detainees, while others negligently allowed the abuse to occur. Attorneys said the state and its employees knew or should’ve known that staff were sexually abusing children at the IYCs and breached their duty to prevent, report, and make reasonable efforts to stop the abuse.
The Victims’ Stories
At least four plaintiffs in the mass lawsuit filed in 2024 allege they were sexually abused at IYC-Pere Marquette specifically. One plaintiff, who was sent to IYC-Pere Marquette when he was 13, said he was sexually abused and neglected repeatedly by a female staffer in 2001 and 2002. He said other staffers knew of the abuse and joked about it, and no one followed up when he reported the abuse.
A second plaintiff in the lawsuit said they were 16 when a Pere Marquette corrections officer sexually abused them in 2017. Another was 13 when a guard allegedly sexually abused him in 2001 at the facility, and a fourth was 15 when a corrections officer allegedly abused her in 2008.

How To Report Sexual Abuse in Illinois Youth Center-Pere Marquette
In 2019, Illinois abolished the statute of limitations for prosecuting sex crimes, so there is no deadline for reporting sexual abuse to law enforcement. Thus, you can report abuse even if it occurred years or even decades ago.
You can file a report by contacting your local police department or by contacting the relevant oversight agencies, such as the Illinois Department of Juvenile Justice or the Illinois Department of Children and Family Services.
While reporting will likely initiate a criminal investigation, prosecutors will ultimately decide whether to file criminal charges against the abuser.
Filing a Civil Lawsuit
Filing a civil lawsuit against the perpetrators and enablers of abuse can provide compensation and hold the responsible parties accountable for their actions. Typical claims in these lawsuits include negligence, failure to supervise employees, and civil rights violations, among others.
In 2014, the Illinois legislature reformed state law to allow victims to file child sexual abuse lawsuits at any time. However, the new law applies only to cases where the abuse occurred on or after January 1, 2014. The previous statute of limitations, which allowed victims to file lawsuits until their 38th birthday, may still apply for child sexual abuse claims originating before that date.
There are some exceptions to the civil child sexual abuse statute of limitations in Illinois. In some cases, the “discovery rule” can extend the filing deadline for survivors if they did not realize the harm the abuse caused until years later.
