Illinois Youth Centers, or IYC, are a group of juvenile detention facilities across Illinois, and the facilities have faced legal controversy over staff’s treatment of detainees for decades. In the past several years, nearly 1,000 lawsuits have been filed alleging sexual abuse of detainees at Illinois Youth Centers and several other state-run juvenile facilities in the area. Illinois’s five Youth Centers in Chicago, Harrisburg, St. Charles, Warrenville, and Pere Marquette have a documented history of staff sexual abuse allegations. In 2012, the U.S. Department of Justice conducted a federal investigation into the IYC following multiple criminal convictions of former staff members who sexually abused residents.

Since 2024, more and more survivors have come forward and filed sexual abuse lawsuits against the state of Illinois and the IYC for failing to protect them from predatory staff members and allowing a culture of abuse to flourish.

What Are the Illinois Youth Centers, or IYC?

Operated by the Illinois Department of Juvenile Justice, the Illinois Youth Centers provide education, substance abuse treatment, mental health services, and other services to minors in the Illinois criminal justice system. The IYC asserts that its goal is “to build youth skills and strengthen families to promote community safety and positive youth outcomes.” Additionally, the organization states that its staff receive ongoing training in behavioral management and de-escalation.

A 2012 survey by the Department of Justice on sexual victimization in juvenile facilities found that Illinois was among the four worst states in the country for juvenile detention center sexual abuse, with 15% of respondents reporting experiencing some form of sexual victimization. The now-closed Illinois Youth Center in Joliet had a rate of sexual victimization that was more than twice the national average at 21%.

Reports of Sexual Abuse at IYC Facilities

As of July 2025, nearly 1,000 lawsuits have been filed alleging sexual abuse by staff at Illinois Youth Centers and Chicago’s Juvenile Temporary Detention Center. The majority of the alleged victims say the abuse occurred in the early 2000s and involved forced sexual acts, causing prolonged emotional trauma with long-term psychological effects. Most victims were between 14 and 16 when abuse occurred, but some were as young as nine. The suits allege a pattern of abuse and institutional neglect made worse by failures in staff supervision and retaliation.

In 2024, a group of 108 men and women filed two lawsuits against the state of Illinois, the Illinois Department of Corrections, and the Illinois Department of Juvenile Justice, alleging that those agencies allowed a culture of abuse to fester at IYC. According to those suits, the abuse by correctional officers and staff at IYC facilities occurred between 1997 and 2019, with victims who were between 10 and 17 years old. The suit mirrored another filed the month before, showing that survivors are now standing together against the institutions that failed them.

Legal Rights of Survivors in Illinois

There are time limits for filing a lawsuit, but you can report sexual abuse to law enforcement at any time.

Reforms in Illinois law in 2014 allowed all child sexual abuse lawsuits to be filed at any time—but only if the abuse occurred on or after January 1, 2014. The previous statute of limitations of 20 years from the victim’s 18th birthday might still apply for child sexual abuse claims originating before that date. Courts may also invoke the discovery rule, which can extend the filing deadline for survivors if they did not realize the harm the abuse caused until years later.

In 2019, Illinois also completely removed the statute of limitations for prosecuting sex crimes. Prosecutors previously only had 10 years to present a case and bring criminal charges against a perpetrator of sexual abuse if the offense was reported to law enforcement within three years of it occurring. Now, survivors of childhood sexual abuse can report the abuse to law enforcement at any time, giving prosecutors the chance to pursue a criminal case.
