Abuse Allegations at El Paso de Robles Youth Correctional Facility
Various allegations of physical and sexual abuse at the El Paso de Robles Youth Correctional Facility have surfaced over the last 30 years. In 1999, the Los Angeles Times reported that from 1996 to 1999, youths were punished at least eight times by kneeling in handcuffs on the gym floor for extended periods of time, sometimes as long as three days.
San Luis Obispo County’s then-chief probation officer, John Lum, reportedly asked judges not to send wards to El Paso de Robles because the abuse at the facility was so pervasive. Lum said at the time that it only worsened the youths’ state and threatened public safety.

As of 2026, San Luis Obispo County is facing four lawsuits over sexual assault at juvenile detention facilities. Two cases, filed in August 2025 and February 2026, were filed over reported abuse at El Paso de Robles.
