Over the past two years, a series of lawsuits by hundreds of victims have accused the Illinois Youth Centers, including IYC-Valley View, of allowing a culture of abuse to flourish, causing significant harm to detainees.
The Illinois Youth Centers are a group of juvenile detention facilities across Illinois operated by the state’s Department of Juvenile Justice. The treatment of detainees at the centers has become the source of a growing legal controversy. Recently, nearly 1,000 people have filed lawsuits alleging that they were sexually abused as minors at IYC facilities between 1995 and 2023.

About Illinois Youth Center-Valley View
IYC-Valley View was an all-male, minimum security juvenile detention center west of Chicago with a total capacity of 228. The facility was run by the Illinois Department of Juvenile Justice, or IDJJ, and housed the state’s experimental Sex Offender Treatment Program from 1991 until its closure in 2002. It also had a substance abuse treatment program.
In 2012, the U.S. Department of Justice conducted a federal investigation into Illinois Youth Centers following multiple criminal convictions of former staff members who sexually abused residents. The investigation found widespread sexual abuse in Illinois juvenile detention facilities, and Illinois had the fourth-highest rates of detainee abuse in the country.

Illinois Youth Center-Valley View Lawsuits and Sexual Abuse Allegations
In June 2024, more than 100 survivors of alleged abuse at eight IYC facilities, including Valley View, filed suit against the state and various agencies. The alleged abuse occurred from 1997 to 2019 and involved victims ranging in age from 10 to 17. According to the lawsuits, government employees entrusted with protecting and educating detained children and teens instead abused minor inmates and fostered a horrific environment.
2024 Mass Lawsuits Over Abuse at IYCs
The 2024 lawsuits, filed by 108 men and women, accuse the state of Illinois, the Illinois Department of Corrections, and the IDJJ of allowing a culture of abuse at IYC to flourish. The suits assert that state officials were aware for decades of conditions at IYC facilities that enabled rampant sexual abuse by staff.
One plaintiff alleges a correctional officer sexually abused him while he was detained at IYC-Valley View in 2000 at age 13. According to the lawsuit, the officer allegedly told the victim he would receive an extended sentence if he ever disclosed the abuse. Allegations against the state include inadequate supervision, discipline, and investigation of reports of abuse.

Since 2019, there has been no criminal statute of limitations for child sexual abuse in Illinois. You can also report sexual abuse at juvenile detention centers in Illinois to the IDJJ, the Department of Children and Family Services, or the federal Department of Justice’s Civil Rights Division.
The IDJJ encourages survivors to report allegations of sexual abuse and harassment even if the facility where it occurred is no longer in operation.
Filing a Civil Lawsuit
Illinois law changed in 2014 to allow child sexual abuse lawsuits to be filed at any time—but only if the abuse occurred on or after January 1, 2014. The previous statute of limitations, which allowed survivors to sue until their 38th birthday, might still apply for child sexual abuse claims originating before that date. Thus, survivors of childhood sexual abuse at juvenile detention centers like IYC-Valley View may still be able to take legal action years or even decades after the abuse occurred.
