What is Harborfields Youth Detention Facility?
The Harborfields youth detention facility is operated by the Atlantic County Department of Public Safety under a contract with the New Jersey Juvenile Justice Commission. Located in Egg Harbor Township, the facility serves up to 20 male juveniles ages 18 and under awaiting court reviews for disposition, trial, and more.
Harborfields is also at the center of an ongoing legal dispute between New Jersey and several juvenile detention center operators over overcrowding.
Sexual Abuse Allegations at Harborfields Youth Detention Facility
In June 2025, six men filed lawsuits claiming they were sexually assaulted as teens at the Harborfields facility. The men say facility officials did nothing to stop the abuse, which involved rape, molestation, and threats of violence if they did not comply. One former resident alleged he was assaulted by a group of three staff members who used forced restraints and sedatives to get him to comply. Another victim said staff threatened to kill him and hurt his mother if he reported the abuse.
The allegations span from 1992 to 2004 when the alleged victims were 13 through 17. However, news accounts of staff misconduct and child sexual abuse indicate a pattern dating back to at least the 1970s. The plaintiffs in the June lawsuits allege Atlantic County violated the state’s Child Sex Abuse Act and negligently hired, trained, supervised, and retained abusive staff, creating an institutional failure to protect minors in the county’s care.
