Attorneys representing over 200 women are calling for a federal investigation into rampant sexual abuse at juvenile bootcamps run by the Los Angeles County probation department. This plea comes months after the county reached a historic $4 billion settlement to resolve over 7,000 sexual abuse claims related to its juvenile facilities, marking the largest sex abuse settlement in U.S. history.
A Historic $4 Billion Settlement
The settlement, which resolved cases dating back to 1959, was hailed as a major step forward. However, the attorneys argue that the agreement is insufficient as it failed to provide clarity on the identities of the perpetrators or the full scope of the abuse. In a letter sent on Monday to a U.S. Attorney, the attorneys requested that the Department of Justice open a new investigation into the abuse that allegedly occurred at these juvenile camps.
The attorneys, whose clients were between the ages of 12 and 17 at the time of the alleged abuse, emphasize that the settlement alone does not provide justice for the victims. They demand a deeper investigation into the individuals responsible for the abuse.
In the settlement, Camp Joseph Scott is named as one of the most infamous facilities. This all-girls camp, which housed 125 residents, was shut down during the COVID-19 pandemic. It is described by attorneys as a place where young girls were sexually preyed upon by those meant to protect them.
Allegations Against Thomas Jackson
A central figure in the ongoing legal battle is Thomas Jackson, a former deputy probation officer accused of sexually assaulting at least 30 women during their time in custody. Jackson’s case is scheduled for trial in August 2025, but his defense attorney has denied the accusations, claiming Jackson is “innocent” and criticizing the county for abandoning its defense.
Another attorney for the plaintiffs explained how Jackson allegedly continued his abuse even after his victims were released from custody.
Lack of Prosecution and County’s Response
Despite the gravity of the allegations, no current or former LA County probation officers have been prosecuted. Attorneys are frustrated with the lack of accountability, as Jackson resigned in 2023 and is now collecting a pension, despite the ongoing investigation into his actions. Los Angeles County prosecutors chose not to pursue criminal charges, citing the fact that the alleged incidents occurred too long ago.
In response to the calls for further investigation, the county’s Office of County Counsel issued a statement acknowledging the historical nature of the abuse claims but reaffirming its commitment to holding perpetrators accountable. However, the county also indicated that many of the records related to the abuse are no longer available.
“The childhood sexual abuse claims span many decades,” the statement said, adding that plaintiffs’ attorneys have not provided sufficient evidence to identify the perpetrators in most cases.
The attorneys are not only calling for the identification of perpetrators but also for an investigation into whether the county concealed abuse allegations during a 2006 federal investigation into its juvenile facilities. The Justice Department’s investigation led to the appointment of a federal monitor, but the attorneys allege that the county may have covered up ongoing abuse while the monitor oversaw reforms.
The plaintiffs in the $4 billion settlement were able to pursue their cases because of California’s 2020 law, which temporarily suspended the statute of limitations for childhood sex abuse victims, giving them a three-year window to file claims.
